What is the Smart Planning Language Library?

Planning and implementation readiness are two different disciplines. ISCRA’s Implementation Readiness Framework (powered by SPLL) makes sure one actually leads to the other.

The SPLL is a structured planning resource designed to help municipalities embed clarity, coordination, and execution-readiness into their planning documents.  It provides municipalities and planning partners with language and guidance that strengthens how plans translate vision into action making sure initiatives are positioned to move forward once adopted.

ISCRA is the originator of implementation readiness in municipal planning. An approach focused on ensuring plans are structurally primed for execution prior to adoption.  Through the SPLL, ISCRA introduced a method for identifying where plans may lack the conditions necessary to move forward successfully and translating planning intent into operational reality.

Why It Matters?

Across communities, many plans are successfully adopted but struggle to gain traction after approval. This is not due to a lack of vision or effort, but because key elements required for execution are not often fully defined within the actual plan.  Without these elements, even the best intentioned initiatives can stall, delay, or fail to produce their anticipated outcomes.
